DENOUNCING ETHNIC HATRED BEING FUELLED BY THE
GOVERNMENT OF RWANDA
The Rwanda National Congress (RNC) wishes to unequivocally condemn the threat of
violence, acts of intimidation, and the pursuit of ethnic division and incitement of hatred by
the Rwandan president and members of his Administration. These acts have targeted
prominent members of the opposition political parties and some members of the Rwandan
community more broadly. The RNC wishes to publicly remind military dictator Paul Kagame
that violence and intimidation are unacceptable means of resolving any political differences.
It can only undermine the fundamental principles of democracy, exercise of freedoms,
including freedom of expression and assembly.
It is imperative that President Kagame accepts an all-inclusive dialogue, involving all political actors operating inside and outside the country to engage in genuine dialogue aimed at building lasting peace and a democratic government for all Rwandans instead of resorting to intimidation and acts of aggression.
Since 1990, Rwanda has experienced unacceptable levels of acts of violence, along ethnic
identities, between the Hutu and Tutsi, which culminated in the Genocide of 1994.
Sadly, the government of Rwanda, led by General Kagame, has not learned from the past.
The Rwandan Patriotic Front – led government, has failed to build national unity and strong
democratic institutions. It has amended the Constitution to crown Paul Kagame a life
President. We have witnessed shameful electoral processes resulting in claims that General
Kagame won by almost 100%. All elections in Rwanda under the Kagame regime have been
marked by intimidation and the disqualification and barring of Political opposition to
eliminate all genuine competition to challenge the current military regime.
The RNC is concerned that Rwanda’s political environment remains tightly controlled. The
ruling party, the Kagame’s RPF government, does not hesitate to use all available violence
means possible, including the military and other security agencies to suppress any
opposition. This has resulted in limiting political participation, the perpetration of excessive
human rights abuses. In the recent past (October and November 2024), General Kagame, in
his speeches addressed to the local Press and to the Unity Club, did not hesitate to attack
Madam Victoire Ingabire, a Rwandan opposition figure; threatening that her days are
numbered. Similar attacks were repeated by a cohort of the State sponsored media inciting
ethnic hatred. Rwanda’s recent history has been sadly marked by ethnic violence following
incitement by irresponsible political leaders. It is very shameful that Kagame continues to
fuel ethnic hatred instead of focusing on genuinely promoting national unity and national
reconciliation for all Rwandans. We call upon the international community to firmly demand
Paul Kagame to refrain from promoting ethnic hatred and violence in Rwanda.
Conclusion
Considering these grave concerns, the Rwanda National Congress (RNC) calls on the
international community, including regional and global organizations, to stand in solidarity
with Rwandan people in denouncing the ongoing threats to peace, Democracy and unity in
Rwanda. It is essential that the global community puts pressure on the Rwandan
Government to cease its policies of ethnic division and reconciliation. Only through inclusive
dialogue, respect for human rights and the promotion of democratic values can Rwanda
move beyond its painful history and build a future of peace, stability and prosperity for all its
citizens. The RNC remains committed to advocating for the rights and freedoms of all
Rwandans, and we will continue to work towards a Rwanda where justice, unity and
equality are upheld for their political affiliation or ethnic background.
