In this part I will replace the stepper motor and this was the cause of failure. I have ordered the same motor model, but for Ryobi - it was $13 vs $35 for Pulsar. Unfortunately the wiring was different regardless the connector is the same, so I had to fix that too.

6:20 Test run - the same behavior
7:30 Moving throttle manually - I can feel that new stepper motor force to close the throttle, not to open it. It seems like a wiring mismatch - motor rotation direction is opposite
8:30 Rewiring the connector. First attempt to swap the coils - wrong idea
9:30 Test run - same behavior
10:00 After quick research found that I need to change the polarity of one coil to change the motor rotation direction
10:30 Wiring the connector properly
11:40 Another test run. Now it works as expected - generator immediately starts producing electricity. Throttle moves, engine runs on higher speed.
12:20 Economy mode started to give noticeable engine power change
12:50 Now I need to put in place the stepper motor cover, which I forgot to install before. Have to uninstall carburetor one more time. Bummer!
15:50 Final test run - purrs like a kitten!
Now I have perfectly working generator. The cause was unclear initially, especially because the faulty motor was showing signs of life - the coils are fine and throttle was moving somehow. Overall cost come to $15 for new stepper motor from Amazon. I need to change oil in this generator. Let me know if you want video about it.
