So what does retirement mean for a man like Emerson Mnangagwa. For a start ED can can retire to his farm in Kwekwe. The second option is to go back to his rural village in Zvishavane. Or the third alternative, he can retire to a friendly country, say some Asian country like Malaysia.
So why is Emerson Mnangagwa suggesting that he is going to retire at the end of his term. I would want to believe like most optimists that the President is genuine in his statements. There are several obstacles to a third term.
The first one is constitutional. The procedure to amend presidential term limits is complicated. Two referendums are needed.
The first one is a referendum to increase presidential term limits and a second referendum to which the electorate has to vote specifically for the sitting president to benefit from the extension of the term.
Then there is the issue of opposition from within Zanu PF itself. Emmerson Mnangagwa is not everyone's choice to lead Zimbabwe. There has never been an elective conference where Zanu PF members have voted and chosen who should lead Zanu PF.
Emmerson Mnangagwa was imposed on both Zanu PF and Zimbabwe as country. He was imposed through the coup of 2017. Elections both in 2018 and 2023 have been disputed. Talking of democracy under such circumstances is a sham. Emmerson Mnangagwa will tell you that he believes in constitutionalism.
Which constitution is he talking about? Not the 2013 one. The constitution itself has been cast aside to suit the ambitions of Zanu PF elites. It has been amended several times now. And there has been no opposition. No demonstrations. The amendments have sailed through both houses of Parliament. To Zimbabweans Zanu PF will dismember the constitution, both the opposition and the public will pretend nothing has happened.
The judiciary is now packed with Zanu PF praise singers. Luke Malaba the current head of the Constitutional Court is a political appointee. In 2018 the opposition claimed it won the elections. To most observers there was evidence to to overturn the results. The Constitutional Court led by Malaba dismissed the opposition’s case. The courts in Zimbabwe are compromised and some even say they are captured and will side with Zanu PF on any dispute.
