While on the run an alliance between Bulger and the FBI is exposed. The revelations are hugely embarrassing for the agency, but they are determined to repair the damage. The FBI join State police and US Marshals in an international hunt for this violent fugitive. But as each year goes by there is a growing fear Bulger will never be found. In 2011 the FBI and US Marshals hope changing the focus of their search will finally see Bulger put behind bars.
