The NIECR is a record system for all of Northern Ireland that will pull together key details about your care from existing Health & Social Care (HSC) systems and make them available to authorized staff wherever you are being looked after, providing your history at a glance. This helps to ensure that your care is safer, better and faster.
Why is an ECR needed?
There are multiple drivers for the implementation of an Electronic Care Record (ECR) in Northern Ireland:
1. Providing patients with faster, better and safer care based on more complete information about the patient being available when and where it is needed;
2. Improving the patient experience by reducing the need for repeating their medical history and giving confidence that care professionals have appropriate access to the information necessary to provide the best possible care based on a sound knowledge of the patient.
3. Increasing the efficiency, productivity and quality of services, for example reducing time spent looking for information, unnecessary duplication of x-rays and blood tests and poor use of outpatient appointments due to records and/or results not being there when the patient and treating professional need them.
4. Supporting new ways of working and delivering services, providing for specialist advice to be made available remotely to smaller institutions, and contributing to enhanced care being delivered locally, enhancing the patient experience and avoiding many hospital visits and possibly hospital admissions.
Who will have access to information in the ECR?
ECR will be used by HSC professionals only, for providing direct care to patients/clients and access to information will be tightly controlled to those directly involved with treating the patient/client. The system is heavily safeguarded and individual users have a personal login and password which provides secure access to the system and enables their individual usage of the system to be tracked.
You will also have the ability to refuse permission for your information to be looked at in the ECR. It is however important to remember that the purpose of the ECR is to provide you with safer, faster and better care.
