Chile's Inter sectoral Social Protection System and its Familia Program

Описание: This webinar – the third webinar organized by Social Protection for Employment Community (SPEC) at socialprotection.org – shares Chilean experiences in designing and implementing an integrated social protection system, the Inter-sectoral Social Protection System, particularly on its Familia program.

The Inter-sectoral Social Protection System consists of three subsystems: (1) Chile Crece Contigo (Chile grows with you), an early childhood development subsystem; (2) Seguridades y Oportunidades (Securities and Opportunities), formerly known as Chile Solidario; (3) and Cuidados (Care), an inclusion subsystem providing protection to households with elderly or family members with any disability.

Seguridades y Oportunidades is a subsystem that coordinates the delivery of a range of social services and benefits provided by different government institutions to improve the general wellbeing and social cohesion among Chile’s poorest and most vulnerable families and other specific priority groups[1].

Familia program is a part of the Seguridades y Oportunidades (S&O) subsystem implemented by the Solidarity and Social Investment Fund (FOSIS). It provides psychosocial and socio-occupational support to beneficiary families over a period of 24 months delivered at the local-level by family support counsellors. Furthermore, through the accompaniment, the family members are also referred to other social programs, that are of preferential or exclusive access to S&O beneficiaries, to help them to achieve their specific goals. Also, the Familia Program is complemented by cash transfers, conditional and unconditional, which contribute to the general strategy of improving the quality of life of its beneficiaries.

In this webinar, FOSIS will present the main design features of the Familia Program, with an emphasis in the socio-occupational accompaniment dimension and its linkages with other FOSIS programs which aim at income generation, vocational skills acquisition and training. An overview of the key success factors and challenges on the implementation of the program will also be presented. The Q&A part will allow delving into the technical aspects of the implementation.
