The 2015 Constitution of Nepal laid the foundation for federal, democratic, and republican governance structures to attain sustainable peace, economic equality, and social justice. After nine years, while Nepal’s federal system has witnessed progress, challenges remain in fully realizing federalism’s potential.
The ‘International Conference on Federalism, Devolution of Power, and Inclusive Democracy in Nepal and Asia’, held in Kathmandu, Nepal, on November 22-23, 2023, served as a crucial platform to reflect on Nepal’s progress towards implementing its federal system and examine regional and international examples to identify emerging lessons and draw comparisons that can benefit academics, policymakers, and development practitioners. The Asia Foundation’s Subnational Governance Program (SNGP), implemented under a strategic partnership with the Australian Government, supported the conference organized by Kathmandu University School of Law (KUSoL).
The conference focused on three key themes:
1) Intergovernmental Coordination and Cooperation
2) Equitable Distribution of Fiscal and State Resources
3) Inclusion in Decentralized Governance
Watch the Conference’s sessions where national and international constitutional experts, practitioners, researchers, and academicians discussed the intricacies of federal governance and explored strategies for enhancing its effectiveness through exchanges of comparative knowledge, evidence, and data for continuous learning and improvements in implementing federalism.
