Sharing how we got my Pomeranian to the UK - we opted for the long route via Paris and taking a taxi to England through the Chunnel.
We flew with United Airlines out of Phoenix to Chicago to Paris, and we had our pup with us in cabin and she was even allowed in the lounge so we got to take advantage of that with our airline status.

Overall from door to door the journey was about 30 hours, but was a much more cost effective way to travel with a small dog into the UK and without the added stress of her traveling as cargo.
There is a new route coming to Phoenix with Air France that flies direct and last I checked, Air France did accept pets in cabin.
