Motive: David killed Simon because he refused to give him his cut after a successful money grab, and wanted to report him to the police for being a part of The Saviors. When he heard about Simon's escape, David knew he would run to the hacker central, so he went there to confront Simon about his money but Simon tried to run away and David couldn't let him escape with his secret.

Technical Difficulties (5/6): After arresting David, we immediately take him to the questioning room since he seems to be a newbie in this business and he looks like someone who would be willing to talk. Ariel says we should let her handle the interrogation since she has some special tricks up her sleeves. She manages to make David talk, who says that the Saviors are planning to take control of the TV station in Flushing Plaza and broadcast their propaganda to the entire city, trying to gather more people to join them. He says that they were sent to rob a rich loan shark, to get more money for weapons, but Simon wanted all the money for himself. He also says that they had a meeting once with some of the high-ranking members, but they all wore masks so he has no idea who they are. We send David away and bring Scarface in. He says he was lurking around the hospital because he knew about Simon's escape and wanted to capture him, but he saw us so he ran away to keep his identity a secret. He says he was hired by a powerful person and sent to the city to eliminate the Saviors' heads, but he doesn't know much about them either, they're really good at disguises. While we're deciding what to do with Scarface, we get a call from Leslie, who says that she was patrolling on the street when she saw smoke coming out of the TV station's tower. The firemen are already on the scene, and they found a body in the tower, so we know the Saviors already started the broadcast, which we see on the TV. We ask Donnell about the broadcast, but he says he doesn't know anything about it, and that we should take him with us to the tower because he doesn't feel safe in the station. Before we would drive to the scene, however, a person in a mask shows up in front of the car. We tell them to put their hands up, but they start running, so we chase after them. They keep shouting: "You will never catch me!" but we realize it's just a distraction so they can buy themselves time, so we let them run and decide to rush to the TV tower.
