It seems that with update 6 Frontier have increased the rate of gaining notoriety for killing poeple in ground settlements. Getting rid of high notoriety takes very long.

But there is a simple way to take out all ground personnel without gaining any notoriety: Find settlements controlled by anarchy factions. Here´s how it works.

Find a nearby anarchy system by setting the appropriate filter in the galaxy map. After arriving there open the system map, check all factions present in the system. At least one of the factions should be in state of anarchy. Now locate ground settlements via the system map, and check for those settlements which are controlled by the anarchy faction. These are your targets, since there will be no penalty for killing personnel at these sites.

In this video I am in the system "HAJAPAI", at the settlement "OYAWALE´S CREATIONS" which is controlled by the anarchy faction "HAJAPAI CLAN".

Note: I do also have 2 active missions to complete int this system, however the method described above works regardless, no missions are needed.
