1. Too much body fat
For males around 5% of your body fat is considered essential but for most males usually, 10-15% of body fat is considered healthy, sustainable, and you should have visible abs also.
For females, 10-13% of your body fat is considered essential but for most women usually, 15-19% of your body fat is considered healthy, sustainable, and you should have visible abs also.
2. You're not training your abs right.
Just like any other muscle group for your abs to grow you need to go harder each week either by adding reps, set, weight, or time under tension. You need to give your abs at least 48 hours of recovery before you train them again. And you need to be going within 2 to 3 reps of failure each set.
3. You're not eating enough protein
Just like any other muscle group your abs need protein to grow. When trying to build muscle you should be eating 1.2 to 1.7 grams of protein per kilogram of body weight. When trying to lose weight and maintain or build muscle you should be eating 1.6 to 2.2 grams of protein per kilogram of body weight.
