Before ending his life on October 7, Haryana-cadre IPS officer Y. Puran Kumar wrote a nine-page suicide note. In the first eight pages, he detailed what he described as years of harassment, caste-based discrimination, and humiliation. The final page was a will, transferring all his movable and immovable assets to his wife, IAS officer Amneet P. Kumar.

The note names 15 serving and former officers, including Chief Secretary Anurag Rastogi, DGP Shatrujeet Kapoor, former Chief Secretary T.V.S.N. Prasad, former ACS (Home) Rajeev Arora, former DGPs Manoj Yadav and P.K. Aggarwal, and nine senior IPS officers — Amitabh Dhillon, Sandeep Khirwar, Sanjay Kumar, Kala Ramachandran, Mataa Ravi Kiran, Sivas Kaviraj, Pankaj Nain, Kulwinder Singh, and SP Rohtak Narendra Bijraniya.

In the concluding paragraph, Kumar directly mentioned DGP Shatrujeet Kapoor and SP Narendra Bijraniya, alleging that the DGP was “using Bijraniya as a shield to falsely implicate” him in fabricated cases “to damage my dignity.” He added, “The complaint I had filed against Bijraniya was ignored. I can no longer bear the continued caste-based persecution, social boycott, mental agony, and atrocities. Therefore, I have decided to end it all. As I have written in this note, the above IAS and IPS officers have crossed all limits of harassment, and I no longer have the strength to tolerate it. I hold them responsible for my final step.”

He alleged that he was repeatedly victimised through posting on non-existent positions, ignoring his representations, public humiliation, and false proceedings. Kumar wrote that all these actions collectively forced him to take the extreme step.

In his note, Kumar detailed being harassed for visiting a temple and denied leave to see his dying father, calling it “an irreparable loss.” He said he sought only fair treatment as an IPS officer but faced systematic discrimination in postings, promotions, and leave approvals. His repeated complaints, he wrote, were ignored or misused against him, creating a pattern of caste-based harassment.

Citing withheld arrears, false proceedings, and humiliating postings, he said the situation had become “unbearable.” Kumar also feared his name would be maligned after his death.

Following the incident, his wife, IAS officer Amneet P. Kumar, returned from an official tour and refused to permit the post-mortem, demanding accountability for those he had accused.
