Video PCB from a 1977's Commodore PET 2001 monitor showing a fault. Usually bright retrace lines and uniform bright screen means either G1 bias failure or cathode drive failure. In this case it was a bad cathode amplifier stage. If you don't have another monitor to double check the oscilloscope waveforms, just remember that on a common emitter amplifier, the collector waveform must be inverted and larger than the waveform present on its base.
Always check ESR of all electrolytics and the PN junctions of diodes and transistors with a multimeter before powering on a non working (or of unknown state) vintage electronic device.
