In 2011, the Forever 21 in Fresno, California relocated to a department store anchor space. Forever 21 reconstructed all three levels of the building and used a greater floor area as sales floor space than the prior department stores (Gottschalks and Weinstock's). However, approximately one year after opening, the third floor was closed to the public. The store was simply too large for the company to accommodate. Forever 21 constructed walls around the tops of the stairs and escalators which always left the curious wondering, "what is going on up there?"
The third floor contained 40,252 square feet of sales floor; 49,345 square feet overall. The third floor alone was larger than the average Forever 21; estimated to be around 38,000 square feet.
As time passed, nearly all lights burned out, and with the closure of the 2nd floor, activities were shifted to that level leaving the third floor as dead storage space. The result was a ghostly, eerie, Forgotten Forever 21.

The twin sister store in Riverside, CA never had the third floor renovated or used by Forever 21.
