ULEZ compliance is all about emissions the age of your vehicle has no bearing on it.
In essence (at present) if your car meets the EURO 6 emissions standards for both Nitrogen Oxides (NOx) and particulate matter (PM). This means that the car must emit no more than 80mg/km of NOx and 4.5mg/km of PM.
The first step is to check the emissions section of your V5C to see if your vehicle is actually compliant.
It's also IMPORTANT to determine if your NOX particulates values are recorded in g/km (grams per kilometer) or g/kWh (grams per kilowatt hour) because TfL assumes the value to be the former (g/km).
