Japan has said it will offer friendly foreign nations financial assistance to help them bolster their defences. The April 5, 2023, announcement marked Tokyo’s first unambiguous departure from constitutional rules that forbid the country from providing international aid that will be used for military purposes. The move comes as Japan tries to further strengthen ties with other countries to counter neighbouring China’s growing military capabilities.
