FEMA is proposing strict new rules for development in floodplains to protect fish during floods—with people, property, and communities footing the bill. If cities and counties fail to comply with the rules, they could be removed from the National Flood Insurance Program (NFIP), resulting in loss of access to flood insurance and disaster assistance. FEMA’s own analysis suggests these new rules would increase the cost of construction by nearly 30% and the cost of a homeowner’s monthly mortgage payments by nearly 30%.
