Animal rights advocates are sounding the alarm that the new Republican-led farm bill would make it more difficult to remove dogs from so-called puppy mills. Currently, it’s up to inspectors with the U.S. Department of Agriculture to ensure the puppy mills meet even the minimal standards, such as food, water, and veterinary care. But an inspector general reported last year that even this oversight is sometimes lacking, with problems ranging from inconsistent inspections to not properly documenting welfare concerns.
