The Panay Island Upland Sustainable Rural Development Project (PIU-SRDP) is a five-year (2015-2019) collaborative rural development project between the Korea International Cooperation Agency (KOICA), Republic of Korea and the Department of Agriculture (DA), Republic of the Philippines. The implementing offices of this project are the Hankyong National University as KOICA-Project Management Consultancy (KOICA-PMC), and the DA Regional Field Office VI (DA RFO VI).
During the Phase I implementation, a total of fifteen (15) pilot upland barangays participated in the various small-scale projects, either community or household projects. The Phase I aims to improve the living condition of households and the community in general. Upon completion of small-scale projects, the pilot barangays were assessed and evaluated in order to identify the top performing barangays that will be included in the Phase II of the project. The Phase II mainly focused on income-generating projects that seek to help increase household income of ten (10) selected upland barangays managed by eight (8) recipient Farmers’ Associations (FA).
In the Phase III implementation, the project aims to create an Integrated Local Agri-Product Marketing Framework with Financial Facility under a Public-Private Partnership. To this end, three (3) major components were identified: 1) Creation of Local Food Marketing System; 2) Establishment of Agri-Business Financial Facility (ABFF); and 3) Enhancement of Public-Private Partnership (PPP).
