The Government of India has clarified that the Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme is designed to promote the socio-economic empowerment of six notified minority communities. In a written reply in the Rajya Sabha, Union Minister Kiren Rijiju highlighted that the scheme focuses on skill development, education assistance for school dropouts, and strong support for women entrepreneurs. PM VIKAS aims to build the capacity of minority youth by offering market-relevant skill training and connecting them to employment or self-employment opportunities. It also includes major initiatives to preserve and promote traditional arts, crafts and intangible cultural heritage.

A key feature of the scheme mandates project implementing agencies to ensure at least 75% job placement for candidates trained in modern or non-traditional skill courses, with 50% placed in the organised sector. The guidelines also reserve 3% of all seats for persons with disabilities. With allocation letters already issued for training around 1.40 lakh beneficiaries, PM VIKAS represents a significant step towards inclusive development, economic participation and heritage preservation for minority communities.
