This method uses HOLP and instant release and the process is below:
1. Send a bomb on the ship to HOLP(OoB)
2. When Mario enters the bomb's 4000 units, the bomb appears where Mario is
I think the ship part(instant release) is not hard, but the ending is difficult to get because it's easy to enter the bomb's 4000 units and need good coin RNG in the ending
So I think you can get it with save states but it's hard to get without save states
