I have made this video about the difference in 3 MPO and 16 MPO of public maintenance order ordinance 196. I have discussed in detail that what is difference in detention and arrest. I have discussed in this video that the sec 3 of MPO deals with detention which is under the power of District Management and the sec 16 of MPO deals with arrest of the accused because the act committed under 16 MPO is an offence and the accused is arrested if he commits the offence under this section. so there is a hell of difference between the arrest and detention.
