These were members of a violent Venezuelan Mafia that had taken over much of the crime in South America, and was now coming up north to take over crime in America.
Through systematic control of illegal immigrant smuggling routes, migrant shelters in New York, and connections on the streets, the Venezuelan Mafia made America their new home base.
