Friday afternoon I have sent an email to US Marshals internal affairs to get the paperwork for filing a complaint. I'm currently waiting for the reply on that. I have submitted a request to the Oregon ACLU as of Monday morning through their online web submission system.

My action request that was part of my online submission for assistance: "I wish for the ACLU to pursue the matter over this specific issue once more and make sure that all security and law enforcement agencies that work and operate inside courthouses and federal buildings know that it is alright to film the plaza/courtyard areas outside the building."
