Economist Jeffrey Sachs spoke about US policy in Syria and the broader Middle East, arguing that the Syrian war originated from a 2011 decision in Washington to overthrow Assad through what he called "Operation Timber Sycamore." Sachs claimed that UN Special Envoy Kofi Annan arranged a peace agreement in 2012 that failed because "the United States said there will be no peace unless Bashar al-Assad goes the first day."
