You need to sell the mined ore in the same system you mined it in to get merits. Selling elsewhere will pay more, but you won't get any merits. So Find a system in your power control which has good mining (pristine belts) and has a station which will buy the ore for an above average price. If you get lucky, you can make 6000-8000 merits per hour on Platinum, or up 50,000 merits per hour on Core Mining.
I know people doing this with deep core mining as well as like I did in video with surface mining.
