These "bio weapons lab" numbers have been emailed to me by Russian apologists since the start of the war. I believe that this grew from a seed of truth - that the US was helping fund a biological disease research facility somewhere in Ukraine. The US funds research in a lot of countries, including China.

Anything that can be used for defense can be used for offence, so it is understandable why someone could think a "lab" was being used for weapons research, but the numbers being quoted are almost the same number of bio labs in the world.

Also note that BSL level 4 Labs cost roughly $700 to $1,200 per square foot. So to construct 46 of them would be a very expensive endeavor.

But the most logical piece of evidence comes from Russia themselves. There are no requests for lab inspections or dismantling in their ceasefire demands.
