Papua New Guinea’s Connect PNG program—one of the country’s largest infrastructure investments—is undergoing a major review following concerns about governance, financial management, and compliance with the Connect PNG Act 2021. The review was triggered when Parliament learned that more than K4.5 billion had been spent without establishing the legally required Trust Fund or operational oversight board. These gaps raised questions about transparency, procurement processes, and whether the Department of Works & Highways (DoWH) followed mandated safeguards.

A special audit commissioned by the Department of Prime Minister & NEC is being carried out by Deloitte and Norths Projects Limited. It focuses on expenditure tracking, contract management, and compliance with the Act. In parallel, the Public Accounts Committee (PAC) has launched a parliamentary inquiry examining legal compliance, oversight failures, and project delivery progress across the 20‑year, K20 billion program.
Committee Members and Officials Questioned
PAC Deputy Chairman Keith Iduhu has led questioning of senior officials. Key figures involved include Acting Chief Secretary Ivan Pomaleu, who authorised the audit, and DoWH Acting Secretary Gibson Holemba, whose department manages Connect PNG. The Department of National Planning & Monitoring, which chairs the program’s steering committee, has also been scrutinised.
