During the Japanese colonial period, sugar accounted for up to 74% of Taiwan's foreign exchange earnings. The sugar railways were constructed to support the sugar industry, with most sugar factories located in central and southern Taiwan. The railways were concentrated in regions such as the Changhua Plain and the Chianan Plain, with tracks predominantly using a gauge of 762 millimeters. The routes were designed in a radial pattern centered around sugar factories.
During the Japanese era, sugar railways were privately built by various joint-stock companies, and even adjacent lines were not interconnected. After World War II, the government established Taiwan Sugar Corporation, consolidating the former joint-stock companies, and in 1950 constructed the North-South Parallel Line, finally connecting the sugar railways into a cohesive network.
The total length of the sugar railway network reached approximately 3,000 kilometers, intertwined with the main north-south railway to form a dense transportation system that significantly impacted urban and rural development. Currently, among the sugar railway material lines, only the Huwei Sugar Factory continues to use Wufenche for transporting raw materials, while the passenger service lines ceased operation in 1978.
