the rightist phalangist radio accused the syrians of starting the fighting and said syrians troops of the arab peacekeeping force unleashed shellfire early tuesday in the suburb of dikwaneh and paralized road traffic in the region by sniper fire.
last week syrian troops handed over key positions in christian east beirut to saudi arabian forces and regrouped east and southeast of beirut.

commentary: in the narrow streets near the port area of beirut an apparent calm reigned on monday although occasional bursts of gunfire could be heard. the area is still held by the syrian troops of the arab peacekeeping force. christian militamen were directing the flow of traffic in the eastern sector where hardly a building remained undamaged from the bombardments between the warring factions in recent weeks. residents were taking advantage of the cease-fire to stock up on water supplies -- many areas of east beirut are still without piped water -- and street traders were making a reappearance on the streets to sell their wares. the suburb of achrafieh was one of the areas that suffered most from the syrian bombardments and broken glass and rubble still littered the streets. meanwhile, the saudi arabian members of the arab peacekeeping force, who took over certain key battlefront positions from the syrians last friday, patrolled areas of east beirut in armoured vehicles. some of them also made use of the occasion to fraternise with the local residents who have so often been the victims in the recent fighting.
