Описание:
Constitutional Basis: Articles 315 to 323 in Part XIV of the Constitution.
Role: Recruit candidates for state services and ensure a fair, merit-based selection process.
Composition:
Members appointed by the Governor.
At least half the members must have 10 years of government service experience.
Tenure: 6 years or until 62 years of age, whichever is earlier.
Independence:
Salaries charged on the Consolidated Fund of the State.
Conditions of service cannot be altered to their disadvantage after appointment.
Removal only by the President on specific grounds, with advice from the Supreme Court.
Functions:
Conducts state service exams.
Advises on:
Recruitment methods.
Disciplinary matters.
Legal expense reimbursements and pension claims.
Handles personnel matters (promotions, transfers, etc.).
Limitations:
Does not classify services, manage pay scales, or handle reservations.
Recommendations are advisory, not binding.
Governor can exclude certain posts from SPSC’s purview, subject to legislature approval.
Annual Report:
Submitted to the Governor and presented to the State Legislature.
