Minister of Information and Communication Technology (ICT) Emma Theofelus has launched the ministry's 5-year ministerial strategic plan and national ICT policy.
Theofelus also conducted the 26th High-Level ICT Stakeholders Engagement and Cybersecurity Programme at Opuwo in the Kunene Region.
Launching the document, Theofelus said information and communication technology remains a key enabler for economic growth and national modernisation.
Theofelus noted that the ICT ministry's direction aligns with the National Development Plan (NDP6).
The strategic plan focuses on upgrading digital infrastructure, expanding digital inclusion and strengthening cybersecurity frameworks.
It also aims to invest in national ICT skills development, promote film and creative industries, develop a creative city, and expand access to information.
"We now come to an integral part of our programme as we launch two critical documents that will help us in our journey to achieve much more in the IC, media, and film industries. The Ministry's management and staff have worked hard to develop our year strategic plan, spanning from 2025 to 2030, which outlines our strategic intent as we support national initiatives."
Theofelus said her ministry aims to build a secure and digital Namibia, where technology improves public service delivery, drives innovation in agriculture and healthcare, enhances education, and empowers local entrepreneurs to compete on a global scale.
" I thank the MICT management and staff for taking bold an unfamiliar steps to ensure that we have an approved strategic plan. Thought not yet launched and made public we have already cascaded this plan into 2025/2026 annual plan and performance agreement of all staff. "
She says, 'In addition, the ministry has developed the national ICT policy that sets the framework for the availability, accessibility and affordability of ICT services to every citizen of this country.'
Kunene Governor Vipuakuje Muharukua expressed appreciation for the ICT policy, saying it will help guide a shared understanding of national priorities and translate them into meaningful regional action.
"Today's engagement therefore carries both symbolic and practical importance; symbolically, it affirms that Kunene is an integral part of Namibia's digital journey, particularly as it will allow us to engage directly on the policies, strategies and programmes that will shape ICT development in our region."
