Are you ballin enough to roll on hand built Phil Wood wheels? Me neither. Here's the best fixed wheelsets for the rest of us for $200 or less.
As far as spotting good wheelsets go, look for sealed bearing Formula or sealed bearing Novatec hubs. These are by far the best bang for your buck and will likely last a lifetime. Hubs beyond this price give you diminishing returns while hubs below this price likely won't last.
Machine built wheels with sealed bearing Novatec and Formula hubs will balance performance, price, and durability well. If you bring your machine built wheels to be trued by a competent wheelbuilder, your wheels will ride better and last as long as handbuilt wheels.
