Global Compute and National Security: Strengthening American AI Leadership

Описание: Compute has become the engine of AI progress. Advanced chips in massive data centers are enabling breakthroughs in AI capabilities and large-scale deployment. If current trends continue, nations with robust compute ecosystems will enjoy a significant and self-reinforcing advantage in training and deploying AI models. While the United States occupies a dominant position across the entire AI stack, its compute ecosystem is one of its most durable competitive advantages.

Over the last few years, Washington’s efforts to protect America’s AI leadership have relied heavily on controlling the export of advanced AI. But in the last few months, President Trump’s rescission of the Biden administration’s AI Diffusion Framework, and the announcement of major AI deals with Gulf states mark a shift in strategy towards actively promoting U.S. AI technology overseas. Now, the AI Action Plan codifies the ambition of ensuring allies and partners are building on and using U.S. technology.
