What that means is you're renting your apartment, and your landlord has a duty to keep it maintained.
By way of example, if your landlord does not remove snow or ice from the common sidewalk that you have to traverse every day to get to your car, you can sue your landlord if you slip and fall on ice. If there are raised flags, a sidewalk that you trip over and your landlord had notice of that, and you're injured, then you can sue your landlord for not maintaining the sidewalks.
