Turning science into influence: advancing poverty-related and neglected disease R&D in global health policy
Yann Illiaquer, Analysis and Advocacy Coordinator
Lucile Hermant, Analysis and Advocacy Officer
Summary:
Global Health Advocates (GHA) is an advocacy NGO fighting health inequality. Although primarily focusing on Global North targets (France and the European Union), GHA’s work must be understood globally. By influencing French and European policies on international development, GHA aims to tackle health threats in the Global South.
On January 8th, GHA will present its poverty-related and neglected disease (PRNDs) advocacy. It will also outline the rationale of GHA’s partnership with the Pasteur Network, highlighting strong alignment around the centrality of science, R&D, and innovation in addressing global health challenges.
The presentation will then demonstrate how GHA and the PN can mutually reinforce their respective influence on decision-making processes related to R&D. It will provide a contextual analysis on the current state of public funding for PRND-related research from France and the European Union. GHA will explain how it intends to improve the situation through strategic advocacy, by sharing their expertise and practice in influencing political decision-making.
The presentation will document GHA’s activities with the Pasteur Network and other researchers, including the “No Eradication Without Innovation” report and advocacy mobilization around the Horizon Europe Programme, highlighting their impact.
Finally, GHA’s speakers will present future opportunities for influence. The session will conclude with a discussion on opportunities identified by researchers themselves (from strategic events to under-leveraged research thematics).
The Speakers
Yann Illiaquer, Analysis and Advocacy Coordinator
Yann holds a degree in international public law, strategic negotiations and diplomacy. He joined GHA in October 2020 with previous experience in global health. He worked on advocacy for Coalition PLUS, ONE and the 5% Initiative, the indirect contribution of France to the Global Fund to fight HIV/Aids, TB and Malaria.
Before joining GHA he also coordinated the French NGO platform Coordination SUD’s health and development finance committees and the Working Group on the French law programming international aid and the fight against inequalities
Lucile Hermant
Analysis and Advocacy Officer
Lucile had been advocating for international solidarity for 5 years when she joined Global Health Advocates in December 2023 to defend health equity. Her experience has convinced her that Civil Society Organisations (CSOs) play an essential role in making sure that effective health systems are accessible to everyone.
After a Master’s Degree in Public Policy at the Paris Institute of Political Studies and a number of internships in international institutions and NGOs, Lucile worked for two years in Niger with local elected officials to implement the national policy on nutritional security. She also went to Romania and Poland to work on Ukrainian refugees’ access to social services. Additionally, she advocated in France for the involvement of civil societies in decision-making when it comes to health and malnutrition.
