The tax regime is highly complicated, focusing only on revenues. The revenues are primarily driven through indirect taxation and an expanding withholding regime, and the tax net remains relatively narrow.
Repeated tax breaks, amnesties, and subsidies are counter-productive in revenue collection but also, more importantly, in achieving economic efficiency.
