University of Rhode Island program sparks debate over 'safer use drug kits' sent by mail

A controversial program at the University of Rhode Island meant to combat deadly drug overdoses is raising eyebrows among some residents who worry it could encourage drug use.
The Community First Responder Program, or CFRP, has been around since 2019.
Its primary purpose is to teach people how to respond to opioid overdoses and provide naloxone to the public at no cost, but it also distributes harm reduction kits in the mail to those who complete an online program.
The so-called safer use kits contain free drug paraphernalia, including a drug pipe, fentanyl test strips, and a safe snorting kit.
The NBC 10 I-Team started looking into the program after a man showed up at our station with the drug kit, concerned it could promote the use of drugs.
