The Judges Give Problem [LintCode Weekly Contest#30]

Описание: I failed to solve this problem in contest. It was not difficult to coming up with guessing the maximized number of contests; however, I was stuck in deciding the strategy for holding up contests.

In fact, we don't need a complex strategy. I just need to check whether maximized number of questions in each levels can handle with the number I guessed.
