The H-1B visa program may be entering a major transition phase in 2026. Immigration experts now predict that H-1B registrations could drop by as much as 50 percent this year due to new U.S. policy changes.
In fiscal year 2025, approximately 400,000 registrations were submitted for the H-1B lottery. But in FY2026, experts expect the number to fall to between 250,000 and 300,000.
Two major changes are driving this shift. A proposed $100,000 fee for certain H-1B petitions has raised concerns among employers about the rising cost of hiring foreign workers. At the same time, the new wage based selection system gives higher salary roles better chances in the lottery, making it more difficult for entry level applicants.
These changes could significantly impact international students, especially those transitioning from F-1 student visas to H-1B status after graduation. Entry level salaries typically fall under Level 1 wage categories, which may now have lower odds of selection.
The impact could also be felt by major IT outsourcing companies. Firms such as Tata Consultancy Services and Infosys have historically filed large volumes of H-1B petitions each year. Under the new framework, this high volume model may become financially difficult to sustain.
At the same time, some U.S. startups are already reconsidering H-1B sponsorship because of higher costs and uncertainty around approval chances.
On the other hand, immigration experts say large tech companies may continue sponsoring H-1B visas for specialized, high salary roles where approval odds may actually improve.
