Hungarian Prime Minister Viktor Orbán claimed that a previously unreleased European Commission document outlines a financial plan that could see EU support for Ukraine reach up to $1.5 trillion, including reconstruction and potential military-related costs.
Speaking at an anti-war rally in Kaposvár, Orbán said the document details around $800 billion in civilian and reconstruction funding, with additional military-related costs that he said could exceed $700 billion, citing Ukrainian government estimates. He also claimed the plan includes Ukraine joining the European Union as early as 2027–28.
Orbán accused European leaders of pursuing a strategy aimed at defeating Russia on Ukrainian territory and warned that Europe is “already at war.” He reiterated Hungary’s opposition to large-scale military aid to Kyiv while saying Budapest continues to support Ukrainian refugees and supply energy to Ukraine.
The European Union recently approved a €90 billion loan package for Ukraine, which Hungary opted out of.
