You can build to 20 units if you're worried about units dying, just in case. Just keep a unit near the rightmost base so he builds from it instead of near the HQ. Save the missile for damaging units near the HQ that'll reduce your infantry to less than 4 hp so you can still capture in 2 turns, whether that be 1 anti air, or 2 infantry/mech units.
