Edward R. Hamberger, president and CEO of the Association of American Railroads, opposes potential action by the Surface Transportation Board to regulate more types of cargo.
He tells Associate Editor John Boyd that the STB does not have legal authority to lift current cargo exemptions and assert regulatory power where it now leaves rate and service issues to the carriers and shippers to work out, unless it first receives formal, limited shipper petitions to revoke those exemptions.
Hamberger also talks about a Jan. 27 White House visit by rail CEOs to discuss rail executives' concerns, and asserts the importance of railroads to the nation's economy and the president's export goals.
