commentary: the army laid on an impressive march past as a farewell gesture to their old commander(monday). although he has given up his military command, general videla will continue as a civilian president until 1981. he said on leaving that he wanted all members of the armed services to continue showing the will to serve; the spirit of sacrifice and the effort and courage that would enable argentine to look to the past with pride and to the future with optimism. he swore in his successor as army commander - lieutenant general roberto viola, the chief of staff, at a short ceremony at the base of the nation's first infantry regiment. general viola, 53, became the first new member of the ruling junta since it seized power from president isabel peron in the coup of march 1976. under a plan approved by the junta, president videla will retain the power to name cabinet ministers but must obtain the junta's approval of ambassadors and provincial governors. the junta will have the power to name his successor in 1981 unless elections are held earlier. the other two junta members have agreed to retire sometime before next march. for president videla the ceremony marked the end of a military career that began thirty-six years ago.
