This happens during the mission Van Heist.
You can blow up a vehicle next to the Securicar and it will
fill up the damage level instantly, you won't have to deal with
the mission and police attention. However you need to
park the vehicle in perfect position in order to blow it.
Wrong position and it might get damaged
too little or too much resulting in the van catching fire and exploding
thus failing the mission.
