Some answers you might look for:
1. It's harder to hem scallops after sewing all the panels together, so I hem the scallop edges before sewing all the panels together
2. I sew elastic on skirt because it's shortcut to gather evenly
3. Interfacing is to keep the heart in shape. I'm not sure if it stops from fraying, so I use fray check.
