The government’s grooming gangs inquiry has descended into chaos before its launch, with four survivors quitting the panel and both shortlisted chairs, former police chief Jim Gamble and social worker Annie Hudson, withdrawing. Survivors Fiona Goddard and Ellie-Ann Reynolds raised fears the inquiry could be “watered down” and objected to the involvement of figures from institutions accused of past failings. They said survivors were “kept in the dark” and “treated with contempt” during discussions, while also accusing Safeguarding Minister Jess Phillips of misleading parliament about the inquiry’s scope. Despite this, Prime Minister Sir Keir Starmer defended both Phillips and Baroness Louise Casey, insisting the inquiry’s focus and integrity remain intact.
In a joint letter to Home Secretary Shabana Mahmood, the survivors set out conditions for their return, demanding Phillips’ resignation, the appointment of a senior judge as chair, and assurances that the inquiry will stay focused on grooming gangs. They also called for open communication, independence in victim support, and protection from reprisals. Families of victims, such as Marlon West from Manchester, have said public trust is “lost” and urged the government to “start again.” Sir Keir has maintained that the inquiry will continue unchanged, promising that “injustice will have no place to hide.”
