The head of the judiciary said execution of the judiciary's constitutional mandate relies on professionals managing heavy workloads, tight timelines, limited resources, and high public expectations.

Speaking at the opening of the 2026 Management Retreat of the Office of the Judiciary, Chief Justice Shivute said mental health and well-being must be treated as institutional priorities rather than personal afterthoughts.

He added that a resilient institution is built on healthy personnel, and leadership must create environments where support is normalised, communication is open, and the human dimension of work is recognised.

The retreat brings together senior managers from various directorates to validate the strategic plan and annual plan for the 2025/2026 financial year, review achievements and challenges, enhance management morale, and formulate an output-based annual plan for 2026/2027.

"These presentations are central to the value of this retreat. They provide a platform for cross-institutional learning and ensure that planning is informed by statistics, experience and operational realities. At the core of this retreat lies a fundamental truth: institutions do not drift into excellence - they are steered there. Strong leadership provides direction and anchors institutional values. Sound management translates that vision into systems and measurable outcomes," emphasised Shivute.

The 4-day retreat includes presentations from senior managers to facilitate cross-institutional learning, ensure planning is informed by operational realities, and strengthen leadership, management, interpersonal, and emotional intelligence skills.
Shivute also said institutional planning must remain aligned with national development priorities and public-sector reform objectives.
