The Russian military is facing serious challenges in morale and manpower. Despite efforts by President Vladimir Putin to attract recruits with higher pay, a growing number of soldiers are refusing to continue fighting or choosing to surrender to Ukrainian forces. By the end of 2025, more than 10,000 Russian soldiers had been taken into custody, with 2025 marking the highest annual figure on record.
Ukraine’s “I Want to Live” program allows Russian soldiers to surrender safely through an online process and guarantees humane treatment. This initiative has contributed to a noticeable rise in voluntary surrenders. Most of those captured are lower-ranking troops, many of whom report being misled or pressured into service, or coming from difficult backgrounds such as unemployment, prior legal issues, or health problems.
As Russia continues to face personnel shortages, it has increasingly relied on foreign contractors and has deployed poorly trained soldiers to frontline areas. Ukraine is currently detaining more Russian troops than the number of its own personnel held by the opposing side, giving Kyiv advantages not only on the battlefield, but also in terms of morale and intelligence as the conflict moves into 2026.
