Ok well this is nothing new. Da Qiao gets her 4th weapon because it's close enough to maximization.

Heavy weapon is obviously the way to go. If you go with Medium, she attacks fast enough to not get hit, but not in massive crowds, that is, she may not be allowed to complete her sixth normal attack or last evolution attack consistently in massive or dense crowds. This is needed of course to allow her to fill musou and then save it for officers. Her heavy weapon attacking speed is still obviously very manageable, and with it, she gains much more Musou damage, enough to KO a generic officer in one Musou.

There's a special sort of way to attack with her Heavy weapon if she fills before her fifth normal attack. If this happens she'll proceed to her evolution string. The execution time of her first evolution attack, or the extra lag time between her fifth normal attack and her first evo attack, is often the gap where she gets hit the most. This is also probably the only time she'll get hit with melee attacks. The strategy is simple. Attack in sort of a circular motion, starting with no threats from behind, in a way that allows her first evolution attack to execute when there are no threats behind her, once she comes to execute it. This works in most crowd sizes, but might get a bit tricky in massive ones.

Hmm what else....C5 is probably the best and safest way of freezing. If she's close enough, it'll snipe blocking officers.
